#21 input loop bug

when running the dopewars client/server on a Solaris 9
box (Sun E250) the input loop seems to become stuck and
no longer takes inputs for commands such as jet, buy,
or sell. This issue seems to be a buffer flushing
issue if I had to guess. The symptom is if you hit
J)et then the city dialog will come up for an instant
and then will disappear.

    Is this with the curses or GTK client? Does it happen every
    time you hit "Jet" or just under some circumstances? (If the
    latter, how can this be reliably reproduced?) Finally, does
    it occur only when connected to a server, or does it happen
    in single-player mode too?
