#26 editing named.conf less than ideal

We are editing the named.conf by creating the new file
as a temporary file, then copying this to the
named.conf (after first copying the old named.conf to a
backup file). There are two problems with this
approach. First, this requires the cgi user to have
write access to the directory that the named.conf file
is in (normally this defaults to /etc). Secondly, this
can potentially change the permissions on the
named.conf file.

I'm not sure what would be a better way.....
