The 'alignment' attribute for images has opposite
effects in the html writer & the latex writer. I
believe that the HTML writer is correct & the latex
writer is wrong. This patch reverses the effect of
align='top' and align='bottom' in the latex writer.
The following test file will demonstrate the problem,
when run with the latex & html writers, and an
appropriate image file.

    patch applied. but top now means "the top of the image is aligned to the baseline" . this does not look nice to me i would try for "the top of the image is aligned to the topline of text"
