Is there some reason that targets in the html writer got
changed to use ``<span>`` tags rather than ``<a>`` tags?
I realize that compatibility with Netscape 4.7 is not very
important, but I don't think we should break it without
some benefit gained on the other end. So my question is,
in what context is using a ``<span>`` tag for a target
superior to using ``<a>``?

Because <a>s may not be nested according to XHTML 1.0, and that's what
could happen if TOC backrefs (back-referencing section titles) contain
