I don't think Docutils should have to guard against this error.
IOW, it's not a Docutils bug.
The error output reported in BUGS.txt is perfectly appropriate:
OSError: [Errno 2] No such file or directory
On Mac OS X I get this:
OSError: [Errno 13] Permission denied
which is also appropriate.
In any case, I've expanded the top-level try/except block in
docutils.core.Publisher.publish to catch such config- &
command-line-related errors. Rather than a traceback, the standard
'Exiting due to error. Use "--traceback" to diagnose.' block is
