#56 rst.el: using ":::" to underline headings confuses font-lock

It seems the regexp that matches "::" at the end of a
paragraph is taking precedence over the
heading-underline regexp, so if I make a heading like this:

This is a heading
::::::::::::::::::

Then the following text (up to end of file, it seems)
will be font-locked as literal block.

    Can not be reproducd in r6506. Probably fixed by one of the recent refactorings.
