[Docstring-develop] Adding pydps/pysource to CVS

Tony, how about adding pydps/pysource to CVS? Have you been able to
get CVS access?

We could create a "sandbox" directory for playing around, either
beside "test" (distributed with the snapshots) or beside "web" (not
distributed). Or put the code in a suitable place inside the DPS
package itself.
