[DOC++] WIN32 BINARY FAILS FOR TEX

Dear sir:
 I've download the WIN32 binary version from docpp.sourceforge.net, and =
found
it did not work for TEX (docxx --tex). Then I downloaded the source
files to compile under cygwin, and it was okay for TEX. Now it works =
fine
to TEX.
 I sugguest to change the binary file of WIN32 version, or causing more =
confused people :)
