#7 Further Email Patching

This patch to the fileemail module implements the
following:

1. A user cannot change their email address from this
interface (email address can only be changed through
the profile button)

2. Allows an administrator to require that emails with
attachments only be sent to users of the system,
otherwise the anonymous email mechanism must be
used - (This will be needed in the future when GPG
encryption is incorperated, but it is a nice feature that
allows a user to select people from a list rather than
having to remember email addresses)

3. Gives finer grain time limits on anonymous file pickups
