Currently there is no explicit support of dot leaders in the content. The output of docmenta is created by the DocBook StyleSheets. As far as I know there is no DocBook element to define dot leaders. Maybe it is possible to simulate the dot leaders by creating a table with 3 columns and setting "Rules" to "rows" or setting a block-style with a dotted bottom border as "Class" of the inner cell. But I'm not sure if this would fit your needs.
