#53 page-break-condition not working at a root level

page-break-condition doesn't seem to workwhen previewing at root level, I've tried in different systems with a fresh Docma installation. Issue appears when previewing/exporting from the Root level, but when you preview a section it works.

Product_Root --->page-break-condition doesn't work previewing PDF at this level.
--Section --->page-break-condition works properly previewing PDF at this level.
----Subsection -->page-break-condition is at this level
