#27 Add Force option to all admin routines

The older admin routines either allow deletion of
meta-data elements such that they leave the DB with
orphaned elements or they allow the user to delete
(say) a topic that is attached to many documents or
they refuse to do something like that.

A better scheme is to standardize all the admin
routines so that only empty bits of meta-data can be
removed without clicking "Force" and that meta-data and
associated linkages will all be removed if clicking
"Force."
