If you try to find a document that does not exist from the public database, DocDB returns the message that "the document is not public". Instead, it should tell you that the document does not exist.
Sigh. And then the user sends email to the database administrators complaining that s/he can't find "Doc-xyz" because s/he has been told about the document.
I don't see that this obfuscation serves a useful purpose.

I don't agree. Why should a non-trusted user be able to know if a certain document # exists or does not? This is by design.
