Initial project setup started.

CVS initial code checkin completed. See the TODO's for the three defined phases that will be the path this projcet will take based on the initial research for PRONIR (http://www.pronir.nl).

Will be releasing priliminary 0.1 code soon. Trying to find my way around in the SourceForge net! Stay tuned...
