It is a common practice to automatically generate a glossary from a collection of glossary entries. Currently, the glossary element requires at least one child element (qandadiv or qandaentry), which forces the author to create a dummy entry and mark the glossary with role="auto" to generate it.

If the glossary content model was permitted to be empty, the stylesheet could recognize that state and generate the glossary. This is how the index element currently works.

    Yes, that's probably the thing to do.

    We should consider bibliography at the same time, though I can't immediately think of a good reason why it should be allowed to be empty.
