#154 Removing non-constant expressions from param.xsl

There are some unreasonable non-constant expressions in param.xsl file (in space-before.minimum and space-before.maximum). Non-constant expresions can't be handled by passivetex and in this case they could be easily replaced by exact number as is done in attached patch(against basic docbook-xsl-1.73.2 tarball).

    PassiveTeX is no longer maintaned and has others problems as well and because of this is not longer supported by stylesheets. If you need open source formatter, then you can use FOP. If you prefer to use TeX formatting engine you can use dblatex or db2latex projects which gave much better results then PassiveTeX.
