Summary: Updates for chapter 1 of TDG

Initial Comment:
* OASIS era updates:
  + Add a link to the DocBook TC homepage.
  + State the year of the 4.1 releases.
  + New paragraph for the 4.2 release.
  + Consolidate text a bit.
  + Restate the intended release date for 5.0 from 2001
to no earlier than
    the end of 2002 (as per the latest TC meeting minutes).
  + Add the experimental RELAX NG schema to the list of
experimental work.
  + Remove the "in January 2001" for each of the other
experimental
    schemas.

* Update the emacs variables.

I goofed, and failed to close an entity reference.  I'm
attaching the
revised patch and deleting the original.
