Similar to RFE 836547[1], this enhancement would provide the option for page breaks before glossary, appendix, bibliography in FO/PDF. It could be a parameter similar to section.level1.properties, or a more specific parameter that controls page breaks for these elements.
Although "article" somewhat implies that these elements should appear in the flow without page breaks, I think the option should still be given to users.
Use case: an "article" that describes a DTD is not an article in the sense of a journal article, but rather a short document that requires sections instead of chapters. Starting elements such as glossary and appendix on a new page provides white space to aid in reading.
Further, using processing instructions before each of these elements is clunky and time-consuming.
