In xsl/fo/param.xsl,
some <xsl:param> elements are documented with
<doc:variable> elements.
The xsl2jref.xsl stylesheet won't find the xsl:param
element and the synopsis isn't created in the output
document.

Patch for 1.45 in the attached file.
