#51 XSL TCG: Add info about installing Relax NG schemas

Might consider adding, in Chapter 3: "Getting the Tools
Working", a section on installing Relax NG schemas for
DocBook, and note that there are growing number of tools
(nXML mode for Emacs, Oxygen XML Editor, others) that
enable users to do context-sensitive editing of documents
using RNG schemas, and that xmllint and xsltproc also
have RNG support.

David Tolpin has also created a great tool called "RNV"
for validating XML documents using RNC schemas.
