#625 DOCTYPE missing from HTML output

Hi,

I am running
xsltproc
http://docbook.sourceforge.net/release/xsl/current/html/docbook.xsl
scmxx.ru.xml
(as e.g. done by "xmlto html-nochunks")

but the output is missing the DOCTYPE line.
Thus, the w3c validator complains. I thought that
XML guys would know about this one...

    This seems to be fixed in XHTML output but maybe it
    can be fixed for HTML, too?

    There are several !DOCTYPEs for HTML (2.0, 3.2, 4.0, 4.01,
    Strict/Transitional) so it is hard to choose what should be default
    one. Moreover for some very complicated structures in DocBook
    source stylesheets could produce results that are not valid. For
    these reasons stylesheets don't emit !DOCTYPE by default.

    But if you want !DOCTYPE you can easily customize stylesheets.
