In the pages generated by webhelp, div#content has position:relative and top:90px, which should put it below div#header. But when clicking a link to a named anchor, at least in Firefox 9.0.1 the page scrolls wrong: The anchor lines up with the top of the page, rather than the visible top of div#content, so 90px's worth of content is obscured by the header.
I propose a change to positioning.css whereby:
1. The body element doesn't scroll (overflow:hidden)
2. div#content has position:fixed, top:95px (90px seems to have been wrong anyway), overflow:scroll and no max-width.
This fixes things for me and has the side effect of affixing the scroll bar to the content area (as if it were a frame) rather than to the entire window.
