#113 Account Management - inactive accounts

If a user signs up but does not activate the account
within a specified time frame then an email should be
sent out prompting them to activate the account.

If the account is still not activated within a
specified timeframe then it should be automatically
deleted.

This option would need to be turned on (off by default)
by the admin.
