#2 Can't see bottom of scrollable display

When the window gets resized, the bottom of the scrollable display is not visible, and you can't make it visible.

Steps to reproduce

Type "help" twice, then expand the window.

Expected behavior

Bottom of the help message should be visible.

Actual behavior

Can't see bottom of help message, and scroll bar can't make it visible.
