#13 Use custom macro for decision to sign

It would be nice to allow the user to specify a custom
macro name to the filter which is checked for the
decision as to whether or not to sign an outgoing
message. Since we use the same server for incoming and
outgoing messages, we can't sign everything. Likewise,
we can't just sign messages in a certain IP range as we
have remote users who use STARTTLS with a client side
certificate to relay through our servers. We would
want to sign those messages.

If dk-filter would use a macro, I could create a custom
ruleset (Local_check_mail) which would check a bunch of
different criteria (client_addr, TLS cert subject and
verification, etc) to decide if a message should be
signed and if so, use sendmail's macro map to set the
custom macro.

Bonus points for allowing multiple macros or checking
the macro value, not just if it is sent. The latter
would allow dk-filter to use existing macros (e.g.,
${verify} but only if it is set to "OK" meaning the
verification is good).
