#101 Pls add RELEASE NOTES in downloads directory for Windows binaries

Apologies if this is the wrong place, but having searched in other sections I cannot see a more apposite.
Noting a new MS Windows binary had been posted a bit earlier this year I was looking for a release note applicable to it listing the changes; an example of which material to my previous interest might be whether or not the latest release has reinstated the export to pdf functionality (see Reviews, mine in 2018).
I can't see any release notes or e.g. a link to a section of the bugs tracker, wiki etc detailing the changes made. Assuming there is none, could it be added please?
