#58 CORE should put dampers into safe position on shutdown

Currently, the dampers are left wherever they are.
Instead, when CORE is shutting down, they have to be
put in a position that is defined as "safe" in
configuration.

The reason these values are desirable to have in the
configuration is that with DZ inactive, a house may be
somewhat balanced if the dampers are in certain
non-default positions.

    shut off the crawl transformer before issuing the
    positioning command
