#15 Provide general support for generating anchored frames in InCopy articles

ICML files can have frames within character runs ("anchored frames"). Graphic frames can include links to graphics using relative file: URLs (file:./Links/foo.ai).

Need generate code for generating frames from XSLT and convenience templates for making common use cases easy.
