#181 Epub transform does not number figures in sections

Figures inside a section don't get a number when transform to epub. I tested this with:
1) DITA OT 1.8.4 + dita4publishers-0.9.19_RC12
2) DITA OT 1.8 + dita4publishers-0.9.19_OT17RC10
2) Oxygen 16.0
Attached is a set of source files and result files that demonstrate the problem.

This is a bug that should be fixed in the RC12 version (the collect data process was not looking down into sections).

I'll double check that the fix didn't get lost.
