The downloaded 0.9.19RC12 plugins package is missing the two DTDs in the folder:

net.sourceforge.dita4publishers.doctypes\doctypes\d4p_simpleEnumerationDomain\dtd

 d4p_SimpleEnumerationDomain.ent

and

 d4p_SimpleEnumerationDomain.mod

and the validation of the pubmap specialization reports this as an error.
