#7 Default to non-interactive mode

Configure should use non-interactive mode by default at
least for those decisions Joe Average even with a bit of
autoconf experience won't be able to answer and
especially certain arcane and rather historic checks. It
would also be useful if Configure showed the equivalent
command-line after the survey is finished which can be
used to reproduce the Configure step non-interactively.
