Dirac spec reaches a 1.0 (and 2.0!)

The Dirac specification has now finally reached a major version - in fact two major versions.

Version 1.0.0 has been released. This corresponds to the intra-only version that the BBC has submitted to the SMPTE to become the VC-2 video compression standard.

Version 2.0.0 has also been released. This contains all the motion compensation tools to make a full general-purpose video compression codec for streaming, ripping and broadcast.

A compliant version of the Dirac reference software will be released very shortly.
