Dirac Specification 0.9

A new version of the Dirac Specification, version 0.9, has now been committed to the CVS. This will eventually allow anyone to build their own compliant Dirac encoder or decoder.

The spec contains a nearly complete specification of the bitstream syntax and decoder semantics. The software will be converged with the code over the next few months.
