is there a tutorial (or a set of steps) on how to stream a dirac file? I am particular interested in seeing the amount of bandwidth used, rather than the speed of rendering on the client side? I appreciate the project is mainly about the codec, but streaming (since wavelet based) makes this codec unique.

No there isn't a tutorial on that. Dirac can be wrapped in a transport format and streamed like any other codec. There is a spec for MPEG2 TS and a draft spec for muxing in Ogg: any tools that can stream these can stream Dirac with the appropriate plugins.
I think the oggmux element in gstreamer (if you have the latest and greatest) will handle Dirac.
