Jet Build of Dijjer not starting correctly every time

For some reason sometimes when I start up dijjer it
dosent start properly every time. I think that it is
failing to connect to the listen port and then just
shutting down. It works fine if i restart it though.
There were no other instances running at the time.

Andrew thinks this is due to a failure to connect to either
the UDP or HTTP listen ports, and suggested (as a
workaround) that we do some kind of exponential back-off
when we try to connect to these ports and fail. The problem
may be weirdness in Window's IP stack. I am assigning to
Mason because this seems to touch on his AbstractThread code
which I don't really understand well enough to start mucking
with it. I am also raising the priority since this seems to
affect lots of windows users.
