**Parameters:**

* **dev** : The device structure for this instance of the device.
* **name** : The internal name of the IO pin or bus.
* **value** : The value to set the output to.

Set an output pin or bus to a specific value.  This function looks up the list of busses this output is connected to and sets the value on that bus to the output value.
