#30 date() diagnostic in provider

Using the test database, when a datetime entry does
not have a non-zero time portion, the adodb library barfs
and does not convert to a valid php date type.

A diagnostic something like this is returned:

date() [<a
href='http://www.php.net/function.date'>function.date</a>
]: Unexpected error
