various count and diag data come back in the diagnostic
section from the provider. this data needs to be
displayed in the summary section on the html response
page of the presentation layer
counts are handled. error diags will result in an X as the
count but the diag is still not displayed to the user anywhere,
unless XMLResults are enabled.
