Very sorry for the noise on this, replying to myself in case anyone else 
finds this... this is indeed a newer hardware revision (UC-Logic Tablet 
TWHA60 v3) which is not yet in the upstream kernel:

I misunderstood the language on the website and thought that all current 
tablets were already in the latest kernels, but that's not (yet) the 
case for this particular tablet, so installing the latest 
digimend-kernel-drivers .deb has fixed the issue!

All axes including pressure are now reported correctly, "hovering" the 
pen moves the mouse correctly, and the OS recognizes the pointer. I had 
to configure the "UC-LOGIC TWHA60 Pen" device in Gimp, and still need to 
configure the pen buttons and hotkeys, but the events are at least being 
reported.
