Also, the broken behavior in Inkscape and throughout Gnome's interface is different than Gimp's. Also, only now I noticed that once I removed waltop-on-evdev.conf from /usr/share/X11/xorg.conf.d/ , makes the wheels not work. Sorry about this confusion.
