There is no diff.exe or diff3.exe. You have to install diff tool yourself.
Diff-ext does not do comparison nor provides GUI for diff.exe.
It only extends Windows Explorer context menu.
You can download and install kdiff3 for example or use your favorite comparison tool with diff-ext.
