contain sequences (rather, an element with value representation SQ and an
undefined length).

unfortunately, ACR-NEMA 1 and 2 do not have magic numbers, so getting
the library to croak when fed non-DICOM data would be impossible without
sacrificing the ability to read the otherwise backward-compatible ACR-NEMA
1 and 2 file formats.
