#1 Dice Roller 2.0 fails to run

I run 4.1.0.179 version of Skype and 2.0 of the dice roller, an executable, in Windows 7. When I try to run it, with or without Skype being run, it fails. The message given in the command prompt is "Failed to run."

    The typical culprit for that message is not having the Skype4COM.dll registered on your machine. It's a library that this application utilizes in order to communicate with skype.

    1. download the Skype4COM library here: http://developer.skype.com/accessories/skype4com
      (at time of writing, the version is Skype4COM version 1.0.37)
      (just checked, it is now 1.0.38)
    2. extract the Skype4COM zip file you downloaded, and place Skype4COM.dll
      in the DiceRoller's directory (wherever you extracted that)
    3. run RegisterSkype4COM.bat (double click on it).

    When I roll a die, it appears as if everyone involved in the call have also rolled. How can i fix it?
