#1 Option FQDN send from server is empty.

Request send from client include fqdn and set S bit to 1, but send reply a emtpy fqdn option.

I am using sample configuration file: server-fqdn.conf

encounter the same problem against 0.7.2 on window 2003, windows xp and Debian linux.
