I'd like to see a wizard to create basic apps, for
quick prototyping as well as a resource editors for
designing interfaces such as forms, etc and activeX
component integration..

There is already a user created tool to do most of that.
It's called Guilect (current version 1.5) and freely
    available from http://guilect.homestead.com (please
carfully read the download instructions as Homestead has a
somewhat awkward system when it comes to downloading files.)
To take a look at the resources used by Dialect (and to try
to create e.g. a localized translated version of the
Dialect interface take a look at ResourceHacker freely
    available from
    http://www.rpi.net.au/~ajohnson/resourcehacker/ .
To get a plethora of examples of DLL integration also visit
    http://home.att.net/~guilect/guilect.html (or use the above
link to Guilect to reach them from there.)
