#4 bug in config.c

In the file config.c, on line 166 (I think -- I'm not at the
computer with the software), the line that checks for
errors with rebindtime has an error in the if statement
guard:

The line should say: if (ifc->rebindtime), but actually
checks an incorrect data member of the struct.
