In this release i added support for static ip again. There is a bug that prevent leased_list to be updated

I found a serious bug in this release so i removed it. Please keep working with 0.0.1-alpha-2002013002

The release 0.0.1-alpha-2002013002 is the first windows release. Please work on that version if you want to colaborate.
