I am running standalone on Windows 8 at 192.168.1.250
I receive the following ...
BOOTPREQUEST for 12:34:56:78:90:12 <> from interface 192.168.1.250 received
No Static Entry found for BOOTPREQUEST from Host 12:34:56:78:90:12

Okay there was a bug, please download OpenDHCPServerInstallerV1.67RC.exe one more time and retry.
Sorry please download version 1.71 and try.
