This is with DG webmin module Version 0.7.0beta1b

This is actually expected behavior. New files created within the module for filter groups may not be readable by production DansGuardian due to file permissions. I'm sure there is a more graceful way to resolve this. I will leave this ticket open until another resolution is found.
