New release df-1.3.8 includes important updates

Announcing DarkFire IRCd v1.3.8!

This version is full of good stuff. We've fixed some old bugs (including the problem on OpenBSD in df-1.3.7). This version also makes DVS easier to understand for most users.

The biggest advantage of this release is that it contains all the best features of df-1.3.7 (except NICKIP) and should not cause any harm to the network.
